ü       By filling out tournament sheets and filing an event sanction, tournaments will be put on the website calendar.

ü       By sending in information and cards immediately members are protected by the USA insurance.  If injuries occur, it’s important to have information in the system.  The card covers for one year from September 1st through August 31st.  Also, it is important that when injuries occur, an accident report should be filed as soon as possible (call Sandy).

ü       The membership was informed that the state coach change would not effect or change the camps.  In fact, a new camp (elite camp) will be added to our summer offerings.

ü       For more information about summer camps, members were urged to check the website.

Next on the agenda was to review the proposed budget.

ü       It was noted that the State Chairman’s budget had all miscellaneous items listed in the column.

ü       Jeff Jones motioned to accept the proposed by-law revisions.  Mark Hemauer seconded the motion.  Motion passed unanimously.

Next item on the agenda was Other Business.

ü       Scott Arneson inquired about bids for the state tournaments.  Answer- The Tournament site bids are opened on the website and listed in the Crossface Magazine.

the lowest priced national camps and uniform packages.

and attended the developmental camp in Colorado Springs, Co.

Mike Marr, Cadet Director, introduced Kendall Vogel as the Wisconsin Cadet Wrestler of the Year.

Duffy Brelsford, Junior Director introduced Max Askren as the Wisconsin Junior Wrestler of Year.

Director Reports:

Kids: Goessl informed the membership that the Kids Duals would be held in Indianapolis, IN. And the Schoolboy duals with Minnesota will be
held in St. Croix Falls on June 6th.  Members should watch for details concerning the new rule changes.   Details will be given at the State
Folkstyle Tournamen and be posted on the web site.  A selection process to pick the traveling teams at the Kids age-level will be shared by
Goessl and the State Coaches.

Goessl reported that this summer the Wisconsin won the team Greco tournament at the Schoolboy Duals in Indianapolis beating
Pennsylvania for the first time in 28 years of the history of the duals.  Wisconsin was also the consolation champions of the freestyle
competition.

Cadets:  Marr spoke for the Wisconsin Cadets noting good numbers for Northern Plains Tournament.  The cadets wrestled well for the
national duals, and they enjoyed six all-Americans in Fargo, including:   Ben Povisor, Zak Cibula, Kendall Vogel, Seth Moe, Jake Klesch, and
Grant Sutter in Greco.  Zak Cibula and, Bobby Wunnicke in Freestyle.  Marr encouraged wrestlers from the kids level to continue to wrestle
at the cadet level.  Team Wisconsin’s success depends upon getting the best kids to compete at the cadet level.

Dave Black spoke briefly about wrestlers receiving money back at the end of the year after attending all of the state sponsored events,
including: state tournaments, northern Plains, dual tournaments, and nationals.  This tier kickback payment is designed for wrestlers who
competed in all of the Wisconsin sponsored events to ease the cost and to reward wrestler’s diligence.

Juniors:  Brelsford spoke for the Wisconsin Juniors.  He named the all-Americans Max Askren in Freestyle and Dustin Bauman and Eric
Metzler in Greco in Fargo.  Brelsford encouraged the membership to keep wrestling and support the Duals and national tournament.

Kevin Black spoke to the membership asking for a Women’s Director.  That there is a position on the board available but that it hasn’t been
filled.  The women placed 7th overall at the national duals.  Black also spoke of a program by USA wrestling, which is funding opportunities
for cadets and juniors called funded access.  This program provides opportunities to go to Olympic training center to train with our nation’s
elite coaches and athletes.

Sandy Russell, state membership secretary spoke to the membership about the packet that they received with their affiliation to
USAWrestling.  She emphasized the fact that the cost of membership ($50 affiliation charge) has not changed for several years.  The cost
of a card has not increased in several years also.  Russell spoke of the pink sheet in the packet for athletes who lose their cards.  The
Facilities and Insurance waiver sheets are also included in the packet.  A web site sheet for each club with user name and password is also
included.   It allows for clubs to make up team rosters and it would include card numbers and other pertinent information.  The website will
help Sandy keep track of information as far as if clubs had not sold cards or returned money to her. She spoke about procedures at the
regional folkstyle tournament and other tournaments, which will be on the tournament information sheet.

Jeff Jones, State Tournament Director and Website manager, spoke of tournament information.  Any tournament site holding a WWF
tournament should email Jones on the website with tournament information so that it can be entered on the calendar.  Users have utilized the
website a great deal more in the past year.

Jones spoke of changes to weight classes for the State Folkstyle Tournament series.  Members should look on state forms provided in your
packet or on the website for correct information.  Eight new weights will be added for the State Folkstyle Tournament.   These changes will
add time ½ hour to the tournament.  The new weights should split up some of the larger weight classes.  Most new weight classes will see a
difference of three to five pounds.  Jones also spoke of limiting regional tournament sites to a $2 spectator fee for regional tournaments.
Jones also strongly recommended that regional tournament hosts provide WIAA certified officials at these tournaments.  The board will be
mandating certified officials next year.

Jones informed the membership that the State Freestyle Tournament held in Wisconsin Rapids would be starting juniors and cadets age
groups at 8:30 A.M. on Saturday.  He indicated that these wrestlers should be done with second round matches by 11:00 A.M.  This will
make room for the Kids age groups, which will be starting at 11am.  Cadets and Juniors will then shrink down to four mats and should be
done around 4:00 P.M.  Kids should finish around 6:00.  The State Greco Tournament will move to DePere High School.  Trackwrestling.com will be used at the state tournaments and pairers will be used at the various weigh-in sites to help the tournaments to run more smoothly.

Jones added that the Wisconsin Wrestling Federation has won the bid to hold the National Kids Freestyle/Greco Tournament for the next two years.  A few changes will be made from last year, including, using one day less.  Last year 34 states were represented at the event.  The Northern Plains
Tournament will be held June 15-17 at the Alliant Energy Center.  At the cadet level athletes may come from any regional, which could boost
our numbers.  In other changes the Folkstyle Nationals will be moved back one week.  Northern Plains Juniors Tournament will be held in
Waterloo
, and we are hoping to boost our state numbers of competitors over last year.  The tournament would be a good opportunity for the
juniors to wrestle with the new rules.

Sue Dulon, State Treasurer and Pairing Official, spoke to the membership about state pairers.  The National officers were impressed with
Trackwrestling, a tournament software package owned and managed by Justin Tritz, and they will be anxious to try it in many different levels
of tournaments around the country this year.  Dulon called for new pairers to help out at tournaments.  We need parents to step up and learn
to pair.  The process is computerized and made to simplify the task.  Parents need to fill out a form in the packet and contact Sue.  Dulon
wanted to extend a special “thank you” to Mary Black who does all hotel reservations for tournaments.  Dulon cautioned parents to fill out
birth year registration legibly and to send a returning address if they send a birth certificate.  Dulon reminded potential pairers that hotel and
milage is paid for by the federation not to mention the fact that they receive a nice shirt to wear at tournaments and they always get time off
to watch your kids wrestle.

Steve Paulus, State Mat Official, was honored last year by being named mat chairman at the Kids National Freestyle and Greco in Green
Bay.  Paulus spoke of the new rules and the new starting position of the reverse body lock position.  He encouraged members to look at the
book provided by USA.  Last year, Paulus recruited many officials for our tournament at Indianapolis.  This year, he is asking members to
consider becoming a mat official.  Paulus warned of numbers of mat officials being down around the nation.

Paulus commended Brian Coomer and Casey Goessl for becoming eligible to be selected to work the next Olympic competition if all goes
as planned.  He continued that Cody Goessl would be up for the next Olympics in 2012, if he continues on the path that he has chosen.
However, Paulus urged the membership to consider becoming a mat official
because we still need new blood.  Paulus asked the
membership to see the enclosed sheet in packet to sign up to become an official.  Paulus continued by asking training sites to hold more
tournaments, and site directors to call him to try to arrange for mat officials at these events.   Paulus concluded by reminding the membership
that Copper and Bronze certificates are necessary to get on the floor at national events.

The Member-at-Large positions were elected for a two-year term.   They included: Dave Black, Eric Lehrke, Chuck York, and Mark Hemauer.

Dave Spencer moved to accept the budget.  Randy Dusing seconded the motion passed unanimously.

Dave Spencer moved to adjourn, Dale Spies seconded.  Motion passed.

Respectfully submitted,

Jeff Micholic

State Secretary, District 5 director

2004 Annual Meeting Notes

WWF Annual Meeting
Holiday Inn, Tomah, WI
October 10, 2004

Board Members present:

Sue Dulon                     Jeff Jones                      Terry Stone                   Dale Pedretti
Sandy Russell                Dave Black                   Jeff Micholic                  Eric Lehrke
Duffy Brelsford            Jim Chapman                 Glenn Goessl                 Jeff Buntrock
Fred Lehrke                  Mike Marr                    Mark Hemauer             Steve Paulus
Shawn Shirley

State Chairperson DaveBlack opened the meeting by polling the membership about holding next year’s meeting in conjunction with the Wisconsin Wrestling Coaches Association meeting held in early November.  No real concensus was expressed about changing the time or location of the meeting.  Black continued by introducing the board members present.

The first item on the agenda was to introduce the 2004 age level wrestlers of the year.

       >Glenn Goessl, the state Kids Director, introduced Zac Cibula from Luxemburg as the Wisconsin Schoolboy wrestler of              the year.

>Mike Marr, the state Cadet Director, introduced Grant Sutter from Barneveld as the Wisconsin Cadet wrestler of the year.

>Duffy Brelsford, the state Junior Director, introduced Max Askren from Heartland Arrowhead as the Wisconsin Junior wrestler of the year.

>Dave Black, the State Chairman, introduced Alyssa Lampe from Tomahawk and Sarah Peasley from Kimberly as the Wisconsin Girls wrestlers of the year.

Sandy Russell, Membership Secretary, informed the membership about forms and fees for club charters and sanctioned tournaments.  She urged the membership to keep track of the USA cards they purchase.  Russell asked club organizers to send the purchased card/stickers stubs along with the unsold cards back to her as soon as possible.  She also advised regional tournament hosts to send back paperwork with all information carefully filled out.   Russell also informed the membership that lost cards would cost $5 to replace the first time and $30 to replace the second time they are lost.  She suggested having USA cards laminated so that they cannot easily be destroyed in the wash or some other way.

Jeff Jones, the State Tournament Director, spoke next about the changes on the WWF website (www.wiwrestling.com/WWF ).   He noted that lists of cardholders would be posted on the web page.  However, the birth year of these individuals would not be released on the web site due to privacy issues.  Jones advised the membership that forms for each of the WWF state tournaments were available in the assembly room and that members could also use the website to download printable copies from their homes.

Jones addressed several changes in this year’s tournament schedule.  This year the Regional Folkstyle tournament will be offering a Friday night optional weigh-in.  The Saturday morning weigh-in would still be available as before, but this year the Friday weigh-ins were offered in order to accommodate the host site, the parents, and the wrestlers.  Jones made it clear that this option was not intended to encourage weight cutting and reminded parents that the State Folkstyle Tournament would maintain strict adherence to weight classes.  No allowances or exceptions for weight would be made.

Jones also noted that the five and six year old age group that wrestled in the Regional Folkstyle Tournament last year would be scratched from this year’s competition.  The age group was not eligible to wrestle in the State Folkstyle Tournament previously, so the decision was made to eliminate it from the state series.

Another change discussed was the location of the State Greco Tournament that was previously held in Middleton, WI, last year.  This year the State Greco Tournament will be held in Kimberly, WI.   Also, the USA National Kids Greco/Freestyle Tournament, which was previously held in Menominee, WI, will be changed to the Brown County Arena in Green Bay, WI.  Jones also mentioned plans for entertaining a bid to the national office for the 2006 Northern Plains tournament.  He advised members to look closely at the website for further details about upcoming tournament action.

The Age Level Directors each spoke next about their respective age division events.  Glenn Goessl, State Kids Director, told members that the midget and novice Minnesota Dual would again take place this year.  Last year was the first year of the event for midget and novice age level wrestlers, and since the event was successful, it will be held again.  The event would probably occur on or near the Memorial Day weekend this year.

Dale Pedretti, Schoolboy coach, spoke briefly about the Schoolboy Duals in Indiana and spoke highly of the event.  This year the training camp for the duals will be held at the Northern Plains in Rochester, MN.  He concluded by saying that the event offered a good opportunity for young wrestlers to face difficult competition.

Goessl reminded parents that the Kids divisions must compete at the Northern Plains this year if they intended to earn a bid to the Kids National in Green Bay.  Kids must also compete at the state Greco/Freestyle tournaments, and place in the top six of the weight class, if they intend on competing at the Northern Plains Tournament.  Goessl encouraged parents to enter their child in both styles in order to qualify for these events.  Goessl reminded parents that the Kids National Folkstyle Tournament would be held in Cedar Rapids, IA the weekend after the State Folkstyle Tournament in Madison.

Question from the floor:  Would Wisconsin help coordinate an area for registration purposes at the Kids National Folkstyle Tournament?

Answer from Goessl:  Yes.  We would not be opposed to helping to coordinate such an area. However, since the WWF does not endorse this tournament at the national level, we would not have an officer or coach working the tournament in an official capacity.  We would ask that a parent volunteer help to coordinate such an area.

Mike Marr, the State Cadet Director, summarized the successes of the Cadet wrestlers this summer, including the five All-American wrestlers who placed at the National Greco/Freestyle Tournament in Fargo, ND.  Marr also summarized the Cadet National Dual Tournament describing Team Wisconsin’s narrow loss to National Champion Team Pennslyvania in the preliminary Greco round to bump them from entering the medal rounds.  In Freestyle, the Wisconsin Cadets fell into a three-way tie in their pool and eventually lost their bid to the medal round due to the tournament’s criteria.

Marr voiced his concern about the decline in numbers at the National Freestyle/Greco camps held in River Falls.  He cited the National Dual Tournament as a possible reason for the decline, noting that wrestlers may be “used up” by the time the National Tournament comes into play.  However, he noted that the National Training Camp in River Falls still gives wrestlers their best bang for the buck.  Wisconsin is the only state that can offer such a great training opportunity for so low a price ($250.00).   He encouraged the membership to continue to support the National Training Camp because of its tremendous success.

Marr also noted that the National Cadet Duals were moving to Kansas City, MO this summer.

Dave Black spoke about the Girls Division in the state of Wisconsin.  He commended the girls for their recent successes and concluded that Wisconsin has made the commitment to grow the program, that girls wrestling was here to stay.

Duffy Brelsford, the State Junior Director, applauded the six All-Americans (4 in Freestyle and 2 in Greco) that the Wisconsin Juniors had brought home this summer, but also expressed his concern over declining numbers.  Brelsford commented that efforts were made to keep the costs of the traveling and training camps down.  He cited examples of efforts to use like uniform packages over a number of years so that wrestlers would not have to buy new ones every year.  He also pointed to times that parents could ride buses to national events in order to save on transportation costs.  These efforts were made so that the Juniors could continue to take advantage of the great training facilities, coaches, and competition opportunities made available to them.

Steve Paulus, State Mat Official Director, expressed his appreciation for all the help at each of the tournament sites last summer.  He also called for more parents and coaches to join the ranks of mat officials because of the continuing need.  Paulus referred to the Schoolboy Duals as a good place to learn the ropes as a starter official.

Paulus then discussed new rule changes for international competition and voiced his opinions about how they will bring more excitement to the scoring and entertainment value of the sport.  He note that the new rules, which will likely take effect in 2006, would make wrestling more exciting to watch, especially to TV audiences.

Sue Dulon, State Pairing Official Director, told the membership that Wisconsin brought 31 pairers to the National Tournament, which was more than any other state.  Dulon encouraged the membership to learn how to become a pairer, and travel with their son or daughter to events because pairers always got the best seats in the house.  She talked about the different rewards a pairer could earn at the different levels.  Dulon informed the membership that the Regional meeting held on January 30, 2005, in Wisconsin Dells at the Wintergreen Resort would help to answer any questions they may have in reference to pairing.

Next, Dave Black spoke briefly about the recently vacated State Clinician Position that was previously held by Troy Steiner who has since moved to the University of Iowa as an assistant coach.  Black informed the membership that new applicants have been interviewed and a new State Clinician will be announced as soon as the details have been agreed upon.  Members can look to the Internet web page for current information as soon as it is announced.  Black mentioned that the state training program would be modified to ensure that athletes would all be trained alike around the state.

Black continued by holding elections for each of the age level directors and the pairing director.  Fred Lehrke nominated Glenn Goessl to continue in his position as Kids Director.  Lorraine Smith seconded the nomination.  Goessl was elected by a unanimous vote from the floor of the membership.

Mark Hemauer nominated Mike Marr to continue in his position as Cadet Director.  Becky Lindeman seconded the nomination.  Marr was elected by a unanimous vote from the floor of the membership.

Lewie Benitz nominated Duffy Brelsford to continue in his position as Junior Director.  Jeff Jones seconded the nomination.  Brelsford was elected by a unanimous vote from the floor of the membership.

After the board elections, Dave Black referred to the 2004-2005 state budget proposal that had been outlined in a hand out prepared by the board.  He alluded to the number of capital expenditures this year, including: clocks, trailer, copy machine, folding tables, and computer.  He also directed the membership’s attention to changes in the State Clinician’s budget as well as changes in the State Chairman’s budget.   Our sponsors, Pepsi and Culver’s, who have earmarked funds for the WWF, would absorb some of these expenditures.  Eric Lehrke motioned to approve the proposed budget.  Dale Spees seconded the motion.  The motion passed by unanimous vote.

Lorraine Smith commented that Wisconsin should again be congratulated for the overwhelming contingent of wrestlers and coaches who participated in the US Olympic Trials in Indianapolis last spring.  Dave Black added that the WWCA banquet, to be held in Green Bay next month (Nov. 5,6), would pay tribute to the Wisconsin Olympic athletes and coaches.

Question from the assembly floor:   When a spot opened in a weight class for the WWF Folkstyle State Tournament, how do you fill it?

Answer from Jeff Jones: 1. I call the third place wrestler in that weight from the regional that had the open spot.  If the wrestler from that regional cannot wrestle, then  2. I pick third place finishers from another regional on a systematic rotating basis.

Question from the assembly floor:   If the first place cannot compete, will the 2nd place wrestler automatically move to the first place spot?

Answer from Jeff Jones:  Yes.

Eric Lehrke motioned to adjourn.  Lorraine Smith seconded.  The motion passed.

 Respectfully submitted,

 Jeff Micholic

Board Secretary/District 5 Representative
